Module Description:This module shall enable the students to identify with the everyday health, safety and environmental practices that need to be implemented in order to create a safe place of work, particularly on construction sites.
Learning Outcomes:
On successful completion of this module the learner should be able to
  1. Explain, interpret and apply current legislation relating to Health, Safety and the Environment, as it applies to the Construction Sector.
  2. Compare current legislation relating to Health, Safety and the Environment to that in other jurisdictions.
  3. Explain, examine and categorise the risks and hazards with regard to health, safety and the environment in the construction industry.
  4. Outline safe system of work plans for typical construction tasks associated with professional practice and on construction sites.
 

Module Content & Assessment

Indicative Content
Introduction
Introduction to the topic area. Briefly examine the development of relevant legislation here in Ireland and the need for such legislation and guidance.
Current Legislation relating to Health, Safety and the Environment
This section shall examine the current legislation and guidance for all types of workplaces
Construction Specific Legislation and Guidelines
This topic area will form the core of the module. It shall examine all current legislation and guidance from Acts to Regulations and codes of practice. Key areas to be covered are; Clients, PSDP, PSCS, Health and Safety Plan, Safety File, Notification, Inspection, Safety Advisor, Safety Representative, Environmental Protection, Risk Assessment etc. This will be compared and contrasted with similiar legislaiton in other jurisdictions.
Safety Statements and Risk Assessment
This section shall look at current best practice methods (nationally and internationally) of carrying out risk assessment. It shall examine the need for Safety statement and how they are put together and reviewed etc.
Safe Systems of Work
This section shall examine how to work in a safe manner and develop safe sytem of work plans and method statements.
Categorisation of Risk
Risks to be examined will include for example scaffolding, excavation and underground services, safety and working at height, hazardous materials, pollution (noise, air, ground, water) etc.
